ORDINANCE NUMBER 97-3
AN ORDINANCE AMENDING THE ESTABLISHED SALARIES AND COMPENSATION FOR THE MEMBERS OF THE TOWN BOARD OF SHAMROCKS LAKES, INDIANA.
Be it ordained by the Town Council of Shamrock Lakes as follows:
1. That annual compensation for the members of the Town Board of Shamrock Lakes shall be Two Hundred Sixty Dollars ($260.00) per year for each member, except that the annual compensation for the Town Board President shall be Five Hundred Sixty Dollars ($560.00).
2. That the compensation for the Town Clerk-Treasurer shall be in the amount of Six Hundred Fifty Dollars ($650.00) per year.
3. That compensation for the Assistant Clerk-Treasurer with responsibilities for collection and disbursements of sewage accounts shall be Two Thousand Five Hundred Dollars ($2,500.00) per year.
4. That all of said amounts are to be paid in bi-annual installments.
5. That this ordinance shall be affective for services effective January 1, 1997 and shall remain in full force and effect from year to year until it is modified by further ordinance.
ALL OF WHICH IS ORDAINED BY THE UNANIMOUS APPROVAL OF THE MEMBERS OF THE TOWN BOARD, ALL MEMBERS BEING. PRESENT AND WAIVING ALL FURTHER READING AT THE TIME OF INTRODUCTION IN ACCORDANCE WITH RELEVANT INDIANA STATUTES, THIS 26th DAY OF JANUARY, 1997.

ORDINANCE NUMBER 97-2
AN ORDINANCE WITH THE TOWN OF SHAMROCK LAKES, INDIANHA, AN INCORPORATED TOWN, REQUIRING THE PLACEMENT OF DUMPSTERS AT CONSTRUCTION SITES.
WHEREAS, the Town of Shamrock Lakes, Indiana is experiencing growth in the construction of new homes and buildings and,
WHEREAS, it is the concern of the town board that current residents not be burdened with debris from construction sites on neighboring properties, and that such properties not become an eyesore to the current residents of the town, and;
NOW THEREFORE BE IT ORDAINED BY THE TOWN BOARD OF SHAMROCK LAKES, INDIANA AS FOLLOWS:
Section 1. That owners and contractors of all homes and/or other buildings under construction shall maintain the construction site in a clean and sightly manner and that all loose construction material, debris, trash, and any other items that are unsightly or capable of being blown off the site by normal weather conditions shall be picked up and removed from the site every evening prior to leaving and that construction personnel shall not leave the site unoccupied overnight or otherwise without removing all said material from the site;
Section 2. That when possible all construction material and debris be kept inside the building under construction and that, prior to the full enclosure of the building, a covered dumpster be maintained on the site and all trash deposited therein daily, and that said covered dumpster remain on the site and available until such time as all debris and excess materials of all types whatsoever can be confined inside the enclosed structure;
Section 3. That failure to comply with the provisions of this ordinance or the failure to confine all materials to the construction site shall be a Class “C” infraction.
Section 4. This ordinance shall be effective April 1, 1997.

ORDINANCE NUMBER 97-1
AN ORDINANCE WITH THE TOWN OF SHAMROCKS LAKES, INDIANA, AN INCORPORATED TOWN, PROVIDING FOR RATES AND ACCESS CHARGES FOR WASTEWATER TREATMENT.
WHEREAS, the Town of Shamrock Lakes, Indiana, owns and operates a sewage works and has done so since 1983, and;
WHEREAS, the rates established by Ordinances Number 83- 101 and 102 in October 1983, established the rates and charges regarding the connection and use of said system, and;
WHEREAS, the rates have not been increased or modified since that date in spite of increasing cost and the normal inflationary increases.
NOW THEREFORE BE IT ORDAINED BY THE TOWN BOARD OF SHAMROCK LAKES, INDIANA, AS FOLLOWS:
Section 1. New connections to the sanitary sewer system collection lines shall be assessed a connection fee of Three Thousand Five Hundred Dollars ($3,500.00) and shall be performed by contractors who have, prior to beginning the connection work thereon, secured the approval of the Town Board for such connection, provided that such approval may not be unreasonably withheld by the Town Board.
Section 2. Rates and charges for the use of the service are as follows:

(b) For the services rendered to the Town of Shamrock Lakes, Town shall be subject to the same rates and charges hereinabove provided, or to charges and rates established in harmony therewith.
(c) In order to recover the cost of monitoring industrial wastes the Town shall charge the user the cost of sampling. This charge will be reviewed and revised on the same basis as all other rates and charges in this ordinance.
Section 3. This ordinance shall be effective April 1, 1997.

ORDINANCE 93-3
ORDTNANCE ABOLISIIING LEGISLATIVE DISTRICTS
WHEREAS, Indiana Code 36-5-2-4.1 has recently been amended to allow towns having a population of less than 3,500 to consider the abolishment of legislative districts, and
WHEREAS, the Town of Shamrock Lakes qualifies as a town having a population of 3,500.
Be it ordained by the Town Board of Shamrock Lakes as follows:
That pursuant to the provisions of I.C. 36-5-2-4.1€ all town legislative body districts heretofore established are now abolished and all members of the legislative body shall henceforth be elected at large. The legislative body shall continue to be composed of four elected members selected at large as provided above.
This ordinance is effective upon its passage.
All prior ordinances in conflict herewith are hereby rescinded.

ORDINANCE 93-2
AN ORDINANCE ANNEXING CERTAIN TERRITORY
TO THE TOWN OF SHAMROCK LAKES, INDIANA
Be it ordained by the Town Board of Shamrock Lakes as follows:
1. That pursuant to provisions of Indiana Code 36-4-3 governing municipal annexation and in accordance with the petition of Frank E Brackin and Betty Lou Brackin, Husband and Wife, owner of the entire tract of real estate to be annexed, the following described property in hereby annexed to the town of Shamrock Lakes, to-wit:
A part of the Northwest Quarter and of the Northeast Quarter of the Southeast Quarter of Section 30, Township 23 North, Range 10 East bounded and described as follows:
Beginning at the Southeast corner of the Northwest Quarter of the Southeast Quarter of Section 30, Township 23 North, Range 10 East and running thence west on and along the south line of said Northwest Quarter of the Southeast Quarter a distance of 105.5 feet thence running northwesterly at an interior angle of 116 degrees, six minutes, 18 seconds with the last described line a distance of 320.85 feet, thence running southwesterly a distance of 142.4 feet to the said east line at a point 166 feet north of the place of beginning and containing 1.176 acres more or less.
2. That this ordinance amends Ordinance 77-6 and 92-1, adding the aforementioned real estate and is supplemental thereto.
3. That the annexed territory is assigned to the second municipal legislative district as defined in Ordinance 82-3, dated December 14, 1982.
4. This ordinance shall be in full force and effect from and after publication as required by law (I.C. 5-3-1) and upon proper filing and recording as provided in I.C. 36-4-3-22.

ORDINANCE NUMBER 92-9
AN ORDINENCE OF THE TOWN OF SHAMROCK LAKES EMENDING CERTAIN AMENDMENTS TO THE COMPREHENSIVE ZONING ORDINANCE OF BLACKFORD COUNTRY, INDIANA
WHEREAS, The Area Planning Commission of Blackford County did, on March 24, 1992, adopt certain resolutions proposing amendments to the Comprehensive Blackford County Zoning Ordinance. Said proposed amendments being consecutively numbered one through eleven,
WHEREAS, said amendments were presented to the Town Board of Shamrock Lakes for the Town Board’s approval on the 12th day of May, 1992, and
WHEREAS, permission of the Town Board of Shamrock Lakes is necessary for the approval of said amendments.
NOW THEREFORE, comes not the Town Board of Shamrock Lakes and expressly approves Amendments 1, 2, 3, 4, 5, 6, 7, 9, 10, and 11, and further specifically objects to change number 8 which would alter page 28, paragraph 402.3C, deleting the word “patio” and adding “patios, porches, and decks of less than one hundred (100) square feet.”
NOW THEREFORE, the Town of Shamrock Lakes accepts all proposed amendments with the exception of the aforementioned Amendment Number 8, and specifically adopts Amendments Number 1, 2, 3, 4, 5, 6, 7, 9, 10, and 11, as amendments to the Comprehensive Zoning Ordinance of Shamrock Lakes, Blackford County, in and at such time as all said accepted amendments are likewise approved by all other municipalities which are a party to the Blackford County Comprehensive Zoning Ordinance.

ORDINANCE NO. 92-8
AN ORDINANCE AMENDING THE SPEED LIMIT ON ANGLING PIKE
BE IT ORDAIINED by the Board of Commissioners of the County of Blackford, State of Indiana, as follows:
1. The following speed limit is hereby established:
Forty (40) miles per hour shall be the maximum speed limit on that portion of the County Road known as Angling Pike from county Road 100 West in Blackford County, Indiana, to the north line of the Southeast Quarter of Section 30, Township 23 North, Range 10 East, and no person shall drive a motor vehicle on said portion of Angling Pike at a speed in excess of forty (40) miles per hour.
2. The Blackford County Highway Department is authorized and directed to post speed limit signs on said portion of Angling Pike as herein described.
3. Every person who violates any provision of this chapter shall be punished by a fine of not less than One Dollar ($1.00) nor more than Twenty-Five Dollars ($25.00).
