Annual Lake Association Meeting

March 30, 2025

Board members present: Hanna Hornbaker, Kent Bunsold, Bob Medows, and Chris Scott

A sign in sheet was passed around and Tammy Farling volunteered to take meeting minutes/ notes.

The budget report was presented by Hanna. 

  • Membership dues/ income for the year was $9,725.00 
  • Expenses were $12,869.74
  • 2024 year-end balance was $10,992.49
  • Mowing costs for 2024 went up from the previous year. 
  • There was an unexpected root/pipe repair which cost $4,925.00. 

Mowing Contract Renewal:

There haven’t been any complaints regarding the mowing crew and they are not raising the rates this year.  Hanna checked to see if the mowing crew would be willing to do all the mowing (association and town). They are not interested in taking on more work currently.  There was some discussion about asking the Town mowing crew if they want to do it all.  (association and town).  Chris Scott made a motion to stick with the way the things are. Bob Medows seconded the motion. All were in favor and the motion passed.

Treatment of Lakes:

There are still some chemicals on hand left over from last year.  Jesse Hornbaker wants to step down from doing the lake treatments.  He does not really have the time or equipment to do it anymore. Discussion about outsourcing.  Jesse said they investigated it last year, but didn’t go anywhere with it due to the cost of having it professionally done.  About 5-years ago, Jones Fish Farm quoted a cost of around $15,000 per year to treat Shamrock Lakes Association lakes.

Michael Songer has a contractor that treats all of Periwinkle Lake, might try to contact him to see if he would be interested in doing ours also.

Larry Wright suggested we might want to also check with Rim-Run-Pete Fish Farm in Muncie on Wheeling.  Larry thinks he does lake treatments. The phone number for Rim-Run-Pete is 765-358-4855.

Steve Voller suggested going together with Crestwood and Periwinkle to have all lakes treated together.  Wants to meet with Town Board, Crestwood, Periwinkle and Shamrock Lake Association to talk about going together to hire a contractor. Possible dates are April 27, Mary 10 or May 17.  Will shoot for April 27.

First step is to get estimates.  Steve Voller will see if he can get estimate through Michael Songer.  He will also contact Rim-Run-Pete Fish Farm to get estimate.  Jesse will get estimates from Jones Fish Farm.  He will ask for quote for just our lake association and also a quote for all the lakes.

May need to raise annual lake association dues to cover cost of having lakes professionally treated.  It was suggested making the association dues payable in 2 installments, if there needs to be a large increase to make it easier for people to afford.

Access to minutes:

People have requested that minutes from the association meetings be available.  The Town Board has offered to let the lake association post our meeting minutes on their website.  We could also post the By-Laws, Plat Restrictions,  Restrictive Covenants, and current rules for easy access.  Steve Voller made a motion to upload Shamrock Lakes Association meeting minutes, By-Laws, Plat Restrictions, and Restrictive Covenants, and current rules to Town of Shamrock website. Chris Scott seconded it.  All were in favor and the motion carried.

Gas Powered Motors:

Periwinkle is allowed to use gas-powered boat motors.  Shamrock Lakes Association does not allow the use of gas-powered boat motors. There have been some exceptions given in the past to allow gas-powered boat motors to help aerate the lake and chop up the algae.  Some people want to be able to use their gas-powered boat motors for pleasure and enjoyment of the lake. Discussion about allowing residents to use gas-powered boat motors at idle speed which would also be beneficial for the lakes to help aerate them.  Jonathan Morris made a motion to allow only residents and must be current on their dues to be allowed to use gas-powered boat motors on lakes. Lloyd Litchfield seconded the motion. Discussion about requiring people to apply for a boat sticker to signify they are allowed to use a gas-powered boat motor on their boat. Suggestion made to put buoys around swimming area to delineate that area to keep boats and fishing out of the swim area   Lloyd Litchfield made a motion to table the motion until the detail of the rules can be written up and agreed upon. Jonathan Morris seconded it.  A vote was taken and all were in favor of tabling the matter. Steve Voller and Paul Bailey will work on drafting the rules. 

Members in good standing

This list is not currently published, but people that haven’t paid their membership dues do not receive a membership card until their dues are paid current.

Dam maintenance and other potential repairs:

Some confusion over responsibilities between town and lake associations. The Town Board would like to schedule a coordinated meeting to include Shamrock Lakes Association, Crestwood Lake Association, and Periwinkle to help understand the property boundaries and responsibilities for funding and repairs. Proposed dates and times will be sent to each Lake Association Board of Directors.

Windmill lake has a tree that has fallen into the water.  Need volunteers to pull it out and dispose of it  Lloyd Litchfield, Rich Redden and Steve Voller offered to work on it together.

Board Members and Vacant Positions:

Hanna Hornbaker is stepping down from the Board as President due to time constraints.

John Buffalo passed away – need to fill his spot on the board and his position of Vice-President.

Mandy Redden agreed to take the position as President.  Hanna will work with her to help her get started. Bob Medows will fill the Vice-President position.  Steve Voller will fill the spot on the Board left by John’s passing. Jesse suggested instead of having five members on the board, that we increase it to seven to have more people involved.  Paul Bailey and Dustin Woods both agreed to fill the newly created board positions. 

Jesse Hornbaker made a motion for Mandy Redden to take over as President, Bob Medows to be Vice-President, and Steve Vallor to join the board, and increase the board to seven members with Paul Bailey and Dustin Woods to fill the two newly created positions.  Rich Redden seconded the motion.  All were in favor and the motion was approved.

Motion to adjourn:

Bob Medows made a motion to adjourn the meeting, Paul Bailey seconded it.  All were in favor and the motion carried.
