ORDINANCE NUMBER 2024 – 05
AN ORDINANCE AMENDING THE ESTABLISHED SALARIES AND COMPENSATION FOR THE MEMBER OF THE TOWN BOARD OF SHAMROCK LAKES, INDIANA
Supersedes Ordinance 2021-1
Be it ordained by the Town Board of Shamrock Lakes as follows:
1. That annual compensation for the members of the Town Board of Shamrock Lakes shall be Four Hundred Sixty-Seven and Forty Cents ($467 .40) per year for each member, with Two Hundred Thirty-Three Dollars and Seventy Cents ($233.70) to be paid from town funds and Two Hundred Thirty-Three Dollars and Seventy Cents ($233.70) to be paid from sewer funds, except that the annual compensation for the Town Board President shall be Seven Hundred Fifty-Nine Dollars and Fifty-Three Cents ($759.53) payable in bi-annual installments.
2. That annual compensation for the Town Clerk-Treasurer shall be Four Thousand Nine Hundred Twenty Dollars ($4920.00) payable in monthly installments.
3. That annual compensation for the Assistant Clerk-Treasurer with responsibilities for collection disbursements of sewage accounts shall be Four Thousand Nine Hundred Twenty Dollars ($4920.00) payable in monthly installments.
4. That this ordinance becomes effective January 1, 2025 and shall remain in full force and effect from year to year until it is modified by further ordinance.

ORDINANCE NUMBER 2024-04
AN ORDINANCE CREATING AND ESTABLISHING A CREDIT CARD PURCHASING POLICY FOR THE TOWN OF SHAMROCK LAKES
WHEREAS, the Town of Shamrock Lakes desires to establish and maintain credit card accounts to provide for the efficient and expedient purchase of supplies and materials: and
WHEREAS, the Town of Shamrock Lakes also desires to create and establish a written policy regarding the use of credit cards by all Town of Shamrock Lakes employees and Town Board members.
NOW, THEREFORE, BE IT HEREBY ORDAINED BY THE TOWN BOARD OF THE TOWN OF SHAMROCK LAKES, INDIANA, AS FOLLOWS:
Section 1: That the Town of Shamrock Lakes Town Board hereby approves of the existence and use of credit card accounts, including the payment of any necessary annual fees.
Section 2: That all credit cards issued in the name of the Town of Shamrock Lakes shall be kept, maintained, and in the possession of the Town of Shamrock Lakes Town Clerk-Treasurer.
Section 3: The credit cards shall only be used, when necessary, in the judgment of the Clerk-Treasurer, for the efficient and expedient purchase of supplies and materials for the ownership, use, and benefit of the Town of Shamrock Lakes.
Section 4: That any and all Town of Shamrock Lakes designated credit card users needing to use a credit card as described above shall present to the Town of Shamrock Lakes Town Board a written request specifying the item(s) to be purchased, the identity of the merchant, the cost of the item(s), and the Town of Shamrock Lakes fund that should be charged. If approved by the Town of Shamrock Lakes Town Board, the request shall be presented to the Clerk-Treasurer, and the Clerk-Treasurer shall write down the date, time, and to whom the credit card is issued out, and the date, time, and by whom the credit card is returned. Upon return, the borrower shall also deliver to the Clerk-Treasurer a written or printed receipt for the item(s) purchased. The Clerk-Treasurer shall maintain a log or accounting of all approved written requests, dates, times, amounts, and person, including their position, fund and account numbers to be charged for sign-outs and returns.
Section 5: That any person using a Town of Shamrock Lakes credit card in violation of the above policy shall be responsible for reimbursing the Town of Shamrock Lakes for any and all amounts charged on the credit cards, and shall further be subject to discipline pursuant to the Town of Shamrock Lakes Rules, Regulations, and Benefits.
Section 6: Payment cannot be made on the basis of a statement or a credit card slip only. Supporting documents such as paid bills and receipts must be available. Additionally, any interest or penalty incurred due to late filing or furnishing of documentation by an officer or employee may be the personal obligation of the responsible officer or employee.

AN ORDINANCE ESTABLISHING OPIOID FUND
RESTRICTED
WHEREAS, the Town of Shamrock Lakes, has received certain funds made available from a national settlement with Johnson & Johnson, AmerisourceBergen, Cardinal Health and McKesson relating the opioid prescription and addiction.
WHEREAS, a separate fund is necessary to properly account for the receipt and disbursements of monies received from such settlement.
NOW, THEREFORE, BE IT ORDAINED BY THE Town Board of the Town of Shamrock Lakes that Ordinance No. 2023-2 is hereby adopted as follows:
1. Established. That there is herby established a special fund known as Opioid Settlement Fund – Restricted (Fund 2257).
2. Contributions. That contributions to the fund shall be the restricted portion of Opioid Settlement Funds received from the State of Indiana by the County of Blackford County to Shamrock Lakes from the national settlement with Johnson & Johnson, AmerisourceBergen, Cardinal Health and McKesson.
3. Use of Funds. That expenditures may be made from the fund by approval from the Town of Shamrock Lakes Town Board for any purpose approved by the Town Board from the attached Exhibit E List of Opioid Remediation Uses.
4. Termination. That this fund shall be a perpetual fund until terminated by future ordinance, and any fund remaining at the time of termination shall be returned to the general fund of the Town of Shamrock Lakes.
